It would be “unbelievable “ that this should happen, unless we knew the early history of anti-semitism with our ignominious prime minister refusing to allow Jews to enter Canada at the Avian meeting. I think you're confusing standing in the sense of a complaint to the Human Rights Tribunal of Ontario and 'standing' to lodge a complaint with an institution's Human Rights Department. These are not the same thing.
UofG's policy even states:
5.1.3 Nothing in these Procedures precludes the Vice- President (Academic), the Vice-President (Finance, Administration and Risk), the Vice-President (Research) or the Vice-President (External) from filing a complaint in accordance with these Procedures in a situation where the University reasonably believes that discrimination or harassment may have occurred, even though no person has complained about a violation of this Policy.
So, the road you're taking by suggesting that university administrators broke some sort of tenet doesn't seem to hold water. Unless you're referring to a HRTO application, but the only application I see was made by you and subsequently abandoned.
