PURPOSE
This memorandum outlines the operational philosophy governing Canada’s forward presence in Estonia.
As previously communicated, the mission’s function is threefold:
Contribute to NATO deterrence posture.
Demonstrate the integration of equity governance, climate accountability, and cultural compliance within active defence frameworks.
Establish Canada’s leadership objective in achieving the first carbon-neutral major conflict in modern history.
It is understood that Objectives Two and Three must not be compromised by Objective One. Number one is deemed largely unrealistic.
A senior policy advisor has noted that, should global hostilities escalate, Canada is uniquely positioned to brand World War III as “the first sustainability-aligned war.”
Preliminary modelling indicates that kinetic emissions may be offset through accelerated forest-credit procurement and related carbon-pooling agreements.
